Bridging the Pacific: University of the South Pacific's IT Transformation

The challenge

The University of the South Pacific (USP) stands as a beacon of higher education in the Pacific Islands, connecting regional campuses through USPNet. In 2017, New Zealand's Ministry of Foreign Affairs and Trade (MFAT) committed to funding an IT infrastructure upgrade to ensure USPNet's continuity and enhancement. This initiative highlights the intersection of international development and technological advancement in the Pacific.

What we did

• MFAT engaged Kirsty Burnett to collaborate with USP's Information Technology Services (ITS) in Fiji. Her task was to identify the necessary upgrades for USPNet, initially focused on funding a new antenna. However, as discussions unfolded, it became clear that the project's scope needed to expand. With another donor stepping in to fund the antenna, it was decided that New Zealand's contribution should focus on refurbishing the network hub, upgrading infrastructure, and supporting broader business applications.

How we worked

Kirsty, alongside MFAT and USP officials, redefined the project scope and developed the necessary documentation. Working with the ITS team and other stakeholders, they assessed equipment and training requirements, and evaluated the technical needs to expand USPNet's role in supporting higher education, research, and regional development. This collaborative effort led to a budget increase to NZD 5.5 million, justifying the extensive upgrade necessary for USPNet to thrive in the coming decade. The improved network infrastructure was pivotal during the 2022 Hunga Tonga-Tunga Ha’apai volcanic eruption, providing vital post-disaster communications to the world when cable networks were disrupted.
